ACS CAN Praises Governor for Enacting E-Cigarette Tax Measure

MONTPELIER, VT – Governor Phil Scott has enacted legislation (H.47) that will tax e-cigarettes at a rate of 92 percent of wholesale, making it comparable to Vermont’s excise tax on combustible cigarettes.  The bill taxes the e-liquid (whether it contains nicotine or not) and the delivery device. The law takes effect July 1.

American Cancer Society Cancer Acton Network (ACS CAN) Vermont Government Relations Director Jennifer Costa released the following statement:

“This tax can save lives and protect health. Young people are starting to smoke e-cigarettes, such as Juul, in record number and use among young people in Vermont has nearly doubled.

“By increasing the tax on all tobacco products, including e-cigarettes, to an equivalent rate, Vermont can help reduce tax evasion, generate more new revenue, prevent initiation of these products and ensure that more tobacco users quit instead of switching to a cheaper product.

“On behalf of all Vermonters, I thank Governor Scott for enacting this legislation.”
